The post holder will lead and drive improvements in Grounds Maintenance by being a proactive champion of public spaces for the community, ensuring value for money and the delivery of high-quality service in line with the expectations of the community.

The successful candidate will collaborates with council staff, at all levels, working under their own direction, receiving general guidance on corporate and service policy and priorities.

Key Responsibilities:

Provide leadership and direction operational staff within the Grounds Maintenance service area and ensure that the team contributes to its full potential in the delivery on the Councils priorities.
Responsible for all operational issues including the scheduling and planning of maintenance activities to maximise their effectiveness and efficiency in meeting the Council’s aspirations for parks and open space areas, having regard to the resource constraints that exist.
Ensure that the actions of the Council promote biodiversity and sustainable land management principles and are conducted with appropriate regard to environmental aspirations.
Actively support the generation of external funding and other business opportunities to assist in the ambition of the service and Council, including the pricing of tenders etc.
To lead colleagues in the development of new and improved methods of working to increase performance standards and efficiency through the continual redesign of services using an “end to end” approach to improvements.
Prepare reports for Cabinet, Panels and other bodies and attend Panels, Cabinet and Committees, public meetings and consultative bodies as requested.
Supervise, motivate and facilitate training opportunities for members of the team .
Ensure compliance of the service with Health & Safety legislation
Any other reasonable duties as may be required by the Chief Officer for Operations and Traded services or other service managers.
Responsible for the direct management of all staff within the team.

Qualifications:

Horticultural or land management qualification at OND level or equivalent.
Hold relevant practice certificates such as spraying and first aid.

Skills & Experience:

Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
An advanced understanding and experience of the technical aspects of the Grounds Maintenance Service.
Extensive supervisory experience of managing a large workforce
Be resilient under periods of high pressure
Demonstrate a high level of customer focus and an ability to communicate sensitive, complex or challenging information effectively across a variety of media.
Sound knowledge of financial management and control practices including the monitoring of budgets and procurement.
Experience of preparing, procuring and monitoring of service provision contracts.
Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
